Shlomo Adelman is a Queens, New York–based executive who serves as chief administrative officer of EVO Home Care, where he oversees human capital strategy, compliance, and cross-functional operations. In this role, Shlomo Adelman guides initiatives that strengthen workforce development, standardize equitable hiring practices, and align organizational culture with the mission of compassionate care. With a background in education and community leadership, Rabbi Adelman earned a master’s degree in education from Brockport State University and previously served as menahel (principal) at the Hebrew Academy of Nassau County. There, he emphasized personal growth, academic rigor, and values-based leadership. He has also been recognized as Volunteer of the Year by Young Israel of Houston for his dedication to synagogue life and community service, including overseeing daily services and supporting congregational wellbeing. Navigating Change in the Home Care Industry

Like most segments of the healthcare industry, the home care market is constantly changing. Various social and economic trends pose new challenges to industry operators, while technological advances provide new paths forward. Other factors impacting home care services include regulatory changes and evolving client expectations.

To begin, many trends influencing America’s home care industry trace back to the troubling economic landscape. Leading Home Care’s 2025 Survey of the Home Care Industry and Future Trends found that 53 percent of agencies nationwide view economic conditions as a major challenge, including rising costs and volatile inflation. About 63 percent of agencies specifically cited rising costs for services, staff, and supplies. Agencies that do not adjust to these economic challenges may struggle to deliver quality services reliably.

Indeed, the rising cost of service delivery represents another significant challenge for home care service providers over the next five years. Agencies must become more conscientious with their spending and mindful of their resources, cutting waste and redundancy wherever possible. Agencies should strongly consider adopting home care software, including digital platforms designed to streamline daily operations, such as automatically filling open shifts with available caregivers and optimizing travel routes. By removing the risk of human error, home care agencies can maximize efficiency while minimizing waste.

As agencies adjust to America’s shifting economic climate, consumers are also feeling the impact of increasing costs. While agencies may need to increase the cost of point-of-care services, even as they streamline operations, decision-makers must avoid pricing customers out of service. At the same time, agencies must maintain a high level of quality. To this end, telehealth services can significantly reduce transportation-related costs while still enabling caregivers to deliver quality care.

Telehealth platforms and automated scheduling software are only a few examples of the emerging technologies reshaping the home care sector. America’s population is getting older, a trend set to continue for the foreseeable future; according to the Urban Institute, the number of Americans aged 65 and older will more than double over the next four decades, increasing to 80 million by 2040. As more senior Americans require home care services, agencies must develop the ability to onboard new caregivers as quickly and efficiently as possible. Dedicated home care software can expedite new personnel onboarding at every phase, from sourcing qualified applicants to providing new hires with training materials.

Mobile apps signify another key technology trend influencing home care services in the United States. Mobile apps have impacted many US industries and are especially valuable to home care service providers, who are frequently on the move throughout the workday. Mobile apps enable home care professionals to access patient data and service information immediately, and to track their work hours through electronic visit verification platforms.

Artificial intelligence (AI) is another emerging technology that has impacted countless American industries in recent years, including healthcare. More than half of the nation’s home care service providers stated that AI has greater potential than any other technology to transform the industry over the next five years, with a focus on its ability to quickly analyze large datasets, predict future outcomes, and generate personalized care plans for clients.

Finally, agencies must understand the impact of the government’s new 80/20 Provision within the Medicaid Access Rule. Under this new rule, at least 80 percent of all Medicaid Home and Community-Based Services (HCBS) payments must go to care worker compensation, including the home health aides who support Medicaid patients. While the rule exists to improve caregiver wages and optimize the quality of care, agencies must also adjust to how it impacts their ability to grow home care business operations over the next few years.
